2004 Online Annual Consolidated Declaration Results (DAC)

The Annual Consolidated Declaration (DAC) is a declaration that must be mandatory presented by law by every mining company who has at least one active mining right (whatever its situation). The information collected is used by the Ministry in order to produce statistics with informational and political assessment purposes.

 

Now that the deadline is over, we can observe very satisfactory results.

 

In this opportunity, the access, filling, sending and reception of the DAC was made through a web application developed by the Information Systems Office of the Ministry of Energy and Mines, with the support of the experts on Information Technology of the PERCAN Project.  

 

The advantages of having this application on line are the following:

  • Each mining company can fill its DAC from any place with internet access.
  • The application gives the information previously known by the Ministry to the mining company, including the mining rights to be declared.
  • The application validates the data in real time, reducing the risk of errors.
  • The application guarantees that all obligatory fields be declared.
  • The application also guarantees that the declaration is complete before being able to send it the Ministry.
  • The Ministry does not have to process nor digitize physical documents related to the DAC.
  • Once the DAC is sent, the information is available in the Ministry through its database ready to be processed.  

 

As an example of the success of this new service, we can emphasize that one of the first DACs received by MEM was of an Artisan Miner from Puno. He was also an illiterate and did not have a phone number but he was efficiently supported by the Director of its DREM (Dirección Regional de Energía y Minas) in order to comply with his obligation.

 

Finally, 2,591 DACs for 2004 were received, representing an increase of almost 20% with respect to the 2,161 DACs that were received last year.

 

From the 2,591 DACs received, 263 belonged to large-scale mining companies (that totalize more than 2000 ha.), 1,076 DACs to small-scale miners, 496 DACs from qualified Artisan Miners and 756 from other mining companies.

 

We can say that we received the DACs of 80% of all mining companies with more than 2,000 ha., 74% of 1,076 registered Small Scale Miners; 71% of registered Artisan Miners; and 37% of other mining companies.

 

If we notice the regional distribution of DACs received by the MEM, 1,610 DACs belonged to mining companies located in Lima, which represent 61% of all Mining Companies located in Lima.

 

From the Peruvian regions, in Madre de Dios, La Libertad, Cusco, Arequipa, Puno and Junín, it has been received respectively 305, 152, 127, 99, 67 y 71 DACs, with the corresponding ratios of achievement of  79%, 52%, 46%, 44%,  34% y 51%.
