We would like to report to you the recent publication: “Notes to Support the Discussion of the Decentralization Process” written by Mayen Ugarte, published by the Instituto Peruano de Economía Social de Mercado (IPESM) and the Honrad Adenauer Stifung Foundation. Dr. Ugarte, who is also the Director of GOBERNA, is one of the experts of the PERCAN Project, in the Regionalization Area; in this book she formulates the analysis of the complex context about the decentralization process in Peru. She predicts that in the process of molding the new map of competitions, we’ll assist into a contest for the economic resources between the national and regional objectives. This book also approach the existence of troubles related to the absence of political, social and bureaucratic agreements, about the objectives of the decentralization process, and the specificities about the obstacles to the regionalization en Peru. We think that this publication will establish a precedent for those, like us, who are fighting for the Peruvian regionalization process; at the same time we feel proud of having Ms. Ugarte, the author of this book; in the group of the PERCAN experts that cooperate with the Energy and Mines Ministry, in the regionalization and decentralization process.
