The main task entrusted to the cooperation project has been that of collaborating with the Ministry of Energy and Mines to advance the decentralization process as it relates to the public management of the mining sector. This is a challenging task since the regionalization process has not been fully defined and there are uneven limitations in terms of resources and capacities among the different mining regions.

Since the regionalization process is irreversible, the multidisciplinary PERCAN team strives to contribute to this important nation-wide process in Peru in a creative and participative manner, so that the Ministry of Energy and Mines and its Regional Offices offer the sector options and alternatives to efficiently and effectively improve the nation-wide spread mining resources for the benefit of the respective communities and regions.

In this context, and considering the first proposals for the transfer of mining sector responsibilities to the regions, it is necessary to consider the small-scale and artisanal mining issue, which due to the specific socio-economic impact of these operations, their functional constraints and unique features, have an important impact at the local and/or regional levels. The PERCAN project, in collaboration with the Regional Mining Offices strives to create, through training, the conditions needed to provide small-scale and artisanal mining with a proper conduct to fit each mining region.
